The Group recognises the importance of supply chain management as a means of bringing together all the team members under a common goal, allowing involvement in the entire project lifecycle and developing the benefits of better management and more innovative solutions. The key to its success is the development of an open culture, involvement in the team process and sharing of rewards.

By implementing a fully integrated supply chain within the business, Kier Group has been able to improve project processes, relationships and benchmark performance. Within our corporate benchmarking manual we have identified key performance measures to target and monitor design, continuous improvement and best value solutions that extend to our construction partners, meeting the Group policy and exceeding industry requirements.

Process

In line with the requirements of the contract programme, quotations are obtained from specialist subcontractors who are experienced in carrying out the type of work required.

The order of the relevant package is placed with the company that can demonstrate they are competitive and experienced in the type and extent of works involved. They also have to have access to the necessary design resource (if required), materials and labour. In recent years, the requirement for subcontractors to have a greater understanding of the health & safety requirements while working on a construction site has increased immensely. To assist in the selection process, reference is made to the company computer database on the performance of the subcontractors on previous projects carried out for Kier. These records include reference to quality of work, compliance with programme and health & safety performance, together with many other general aspects. Where company records are not available, references are sought.

 

Subcontract order

 

The Subcontract Agreement is a document that includes standard conditions of subcontract, details of insurances, programme requirements, scope of work, specifications, drawings, health & safety requirements and schedule of costs for the work.

 

Pre-site works

 

Once awarded the subcontract package, the site manager will convene a pre-start meeting with the subcontractor to discuss all aspects of carrying out the works, programme and health & safety.

The subcontractor will demonstrate how they intend to carry out the works by way of 'method statements', all of which will be discussed and agreed with the site manager.

In preparing the method statements, the subcontractor will also need to address the health & safety risks of carrying out the works. A 'risk assessment' is prepared for discussion and agreement with the site manager. To fit into the overall programme of works, the subcontractor will produce a programme for carrying out his works within the agreed timescales.

Procurement of both materials and labour will be discussed at this stage.

 

On-site works

 

Following the pre-start meeting, the subcontractor will commence the procurement of both labour and materials to enable a start to be made on the agreed commencement date.

Once on site, the subcontractor will carry out the works fully in accordance with all the matters discussed at the pre-start meeting and the requirements of the Subcontract Agreement.

Periodic meetings are held with all subcontractors to discuss progress, quality, health & safety and also any other relevant matter.

Completion of the subcontract package involves both the site manager and subcontractor reviewing the works carried out to ensure full compliance with the drawings, specification and other applicable work standards.
